Book Pena Palace in advance: palace tickets are sold only for a specific date and time, and you enter the interior only at your slot. The timed slot is the whole game at Pena. Popular times can go early on busy days, so a ticket bought on the spot may not give you the hour you want. Pick your slot before anything else, then build the rest of the day around it.
Leave yourself time to get up the hill. Per the listing, the walk from the park entrance to the start of the palace route takes about 30 minutes, and you cannot drive to Pena from the historic centre. Aim to be at the park gate at least 45 minutes before your palace time.

The Pena listing is clear about this: the skip-the-line part covers the ticket-office line only. The palace door has its own queue, and it is controlled by the timed slots. At the Moorish Castle, the skip-the-line Moorish Castle ticket is a fast-track ticket with the same audio guide app; the ticket office there also closes from 12:00 to 13:00, though machines stay available.
Buying online is still smart. You lock in the Pena slot you want, you skip the ticket desk at a busy hour, and you walk straight to the gate.

What should you book first?
The Pena Palace slot. Everything else in Sintra fits around it, and its palace entry time is fixed.
A practical order: choose your Pena time, then add the Moorish Castle for the opening hour or for late afternoon, then decide on Regaleira or the National Palace in town. Keep at least an hour between the castle and the palace slot. Bus 434 links the two, and walking between them is short but steep.
